Kasai Rinkai Park in Edogawa is a large Tokyo Bay waterfront park themed around green space, water, and people. Official park pages note that it grew out of the Kasai offshore development from the mid-1980s and was laid out with several zones under the open sky beside the bay. Park entry itself is free and the grounds are open at all times, while attractions such as the aquarium or Ferris wheel keep their own closed days and fees. JR Kasai-Rinkai-Koen Station is about a one-minute walk, and holiday parking can be very busy, so public transit is usually the easier approach.
