Shinagawa Kumin Park is the largest comprehensive park among Shinagawa ward parks. Themed as a park of flowers, plazas, water, and greenery, it fully opened in April 1987 around three pillars: large recreation space, greening and nature recovery, and disaster-prevention functions. Renewal work from 2014 to 2023 addressed aging facilities, barrier-free access, and expanded disaster readiness. North, central, and south zones include a cherry plaza, sports facilities, a plum grove, play areas, barbecue and lawn spaces, and Katsushima no Umi, an about 6,500-square-meter seawater artificial lake, with Shinagawa Aquarium on site. About 200 pines and, in blossom season, about 100 plum and 400 cherry trees draw visitors. Hours are 6:00-20:30.
